建立一个消灭艾滋病的公共平台的构想（中英文对照）- -

                                      

此构想是基于几家致力于艾滋病工作的人们的讨论。我们共同认为有必要为工作在在艾滋病问题上的NGO共同组织一个全国协作和交流的平台。

I.         背景资料

在中国，艾滋病已经开始向更广泛的人群蔓延。在部分地区艾滋病感染人数是相当高的。伴随着大规模的劳动人口流向城市，随之产生的卖淫活动正在加速着艾滋病的传播速度。然而不论是普通人还是那些易感染人群，他们的艾滋病防范意识还是相对较低的。中国社会需要理解艾滋病蔓延带来的一系列问题及如何形成合力来对应艾滋病的传播和相关的问题。

控制艾滋病的传播将是人类面临的一项严峻挑战。艾滋病带来的恐惧、偏见、耻辱、压抑以及歧视一直困扰着我们的生活和工作。然而大众（包括政府在内）对待艾滋病患者还普遍存在较为严重的歧视态度问题，从而阻碍艾滋病患者承认其携带病毒则是应当值得我们关注的。所有的人应该了解对艾滋病人的歧视是违背了政府倡导的关爱和保护艾滋病人的。

现在中国正处在对抗艾滋病的特殊时期，政府要加大力度巩固在对抗艾滋病过程中所取得的成果。近来随着中央领导人对爱滋村和艾滋病患者的探望，这不仅给艾滋病人群带来了希望，同时也大大鼓舞了在艾滋病方面努力工作、奋斗的组织和人们。全社会都在意识到，艾滋病不再仅仅是一个简单的医疗健康问题了，它也是我们整个社会的问题，需要全社会各界联合起来共同努力。开展的有关工作也应与相关的政府部门，民间组织，地方和国际机构组织协调互助。

为了达到这个目标，我们将建立一个工作平台。以下内容是这个平台的基本信息，提供给有兴趣参加这个平台建设的团体参考。该平台的名字以及如何运作，将有待更多人参与这项工作后作进一步讨论。

II.      建立平台的目的

在中国，对抗艾滋病的工作者们希望能够拥有一个平台，并通过它来分享所有致力于艾滋病宣传、防治和关怀事业的NGO以及个人在致力这个事业中的心得与经验。

平台的目的是：

• 组织由基层参加的，连接不同省份的对抗艾滋病的交流与合作，分享，学习和摸索在对抗艾滋病的过程中个人的，NGO的以及政府的实践经验，

• 扩大中国城市里和农村中那些受艾滋病影响或感染艾滋病人们的声音以减少歧视，保护艾滋病人的权益

• 在区域和国际层面上分享经验并学习其他国家的经验运用到提供艾滋病人关爱的实践中。

• 通过建立一个志愿者和专家团体支持彼此的工作来共同对抗艾滋病（我们要注意，这不是一个顾问团体）

平台的功能：

• 以成员资格为组织和个人建立论坛。有省一级的分支，可以将该级的组织和个人组织起来,深入到县、乡、村一级地区。（是否首先建立以非政府组织和个人成员为组成部分，并通过这些成员进行工作？由此平台直接建立分支的办法似乎过早。）

• 拥有秘书处，可以管理论坛委员会。通过接受政府和国际机构的援助来开展自身的项目运作。通过推动这些援助和协作来执行各自的基本工作，使所有成员通过CAF的支持更好的开展工作。

Concept note on Formation of a Common Platform to fight HIV/AIDS

This note is an outcome of discussion among people working on HIV/AIDS and the need we sees to have a national forum of NGOs working on HIV/AIDS.

I.                   Background information

Spread of HIV in China has reached its threshold and is starting to spread to general population. In some areas the prevalence of the HIV virus is high. Large-scale migration to cities with its accompanying prostitution is giving rise to new transmission paths. HIV/AIDS awareness among general population and vulnerable groups is still low. Chinese society needs to understand the underlying implication of the spread of HIV/AIDS and how we can become a national force to contain the spread of it and associated implications.

The spread of HIV is a daunting development challenge. What is disturbing is that the epidemic is continuing to evolve in an atmosphere of fear, prejudice, stigma, silence and discrimination. It discourages PLWHA from admitting that they are living with the virus. Pervasive discrimination and stigma that still prevails against the PLWHA in general (both in the government quarters as well as in the public) is an area of great concern. The society still needs to feel and understand that the treacherous realities of discrimination and stigmatization against people living with HIV/AIDS is against what government wants to promote and practice.

China is at a special time in the fight against HIV/AIDS. It is a time when the government has declared to consolidate efforts against the fight. Recent encouraging visits to AIDS village and AIDS patience by the central leaders has given a sense of great hope among people living with HIV/AIDS as well as people and organizations working in this area. The growing realization in China, that HIV/AIDS is not only a health issues makes it necessary to work together with all quarters both with the institutions and organizations of the government and that of the society by and large. The broad based intervention needs also to be coordinated among primarily the government, civil society forces, local organizations and international forces. It is with the hope to bring the social forces, particularly individuals and local NGOs; together against the fight is the main reason behind developing a platform.

The following ideas mean to be the basis for all the interested groups to contribute for the formation of this platform. Therefore, What the name of this platform will be and how it will work will be further discussed and defined by larger participation from those working on the issue.

II.      Purpose of the Platform

We (local AIDS workers in China) envision a platform where AIDS activists and organizations can share with a common vision to fight AIDS. The platform can have the following purpose:

• Solidarity forum in fight against AIDS

• Organizing the voices of those unorganized who are both affected and effected by AIDS in the urban and rural China Sharing information and learning best practices in fight against HIV/AIDS of individuals, NGOs and government and

• Represent the organized voice of the network to the external world and learn from experiences outside the country

• Support each others’ work to fight against HIV/AIDs by establishing a pool of volunteers and experts  ( This is not a consultancy pool. We have to be cautions about this)

III.   Function of this platform

We proposed the Platform can:

• Be membership based forum for both organizations and individual activists. Have provincial branches where province level organizations and individual can be organized which can go to the level of prefecture and county and village level

We proposed the Platform can:

• Have a secretariat with a governing board of the forum. Receive support both from the government and international agencies to run its operations

• Facilitate support and collaboration to enforce each other’s work with the basis that Each constituency (provincial, prefecture, county) will operate independently

IV.    Time Table

January 15: Send out for circulation among initiators, namely MSG, Hujia’s comments and suggestions for revision

January 31: Finalization of the concept notes and ready to send out to potential members

Feb. 1-10: Generate ideas and suggestions for forming this platform as well as its defined roles and functions, its management and possible activities and collaboration areas

February 10-15: Consolidation and prepare for the meeting on February 16’s meeting

February 16: Meeting among interested NGOs to discuss the idea and get feed back to make this initiative a process owned by multiple stakeholders

We need to design a need assessment if even possible for the people to express their ideas what they want this platform to be in a concrete terms?

No specific ideas. But need to work on this a little bit more. Maybe others might have some ideas.
