北京首都国际机场扩建工程能源中心项目（以下简称“本工程”）经国家批准立项，由北京首都机场扩建工程动力能源分指挥部（以下简称“招标人”）负责实施。资金的一部分将用于冷却塔的采购，现将有关资格预审事宜通告如下：
1. 本工程所需的冷却塔将采取国际竞争性招标的采购方式。现根据中华人民共和国招投标法和相关法律及规定进行本次招标资格预审。
2. 设备采购标段划分如下所示：

3. 中机国际招标公司（以下简称“招标机构”）受招标人委托，就上 述冷却塔采购开展招标资格预审。
4. 对参加资格预审的申请人的基本要求：
4.1 应具有独立法人资格和营业执照，若为境外企业，则必须在国内设有办事机构或代理机构；
4.2 设备制造商须有完善的管理机构和服务机构、优秀的业绩、雄厚的技术力量、先进的生产设备和检测手段。
5. 有兴趣的申请人可在北京时间2005年2月 23 日至2005年4月 5 日之间（节假日除外），每日8:30至16:30在如下地址购买资格预审文件。

6. 资格预审文件每套售价 1000 元人民币，售后不退，用现金或支票支付。

8. 资格预审的结果，招标机构将以书面形式通知所有申请人。

Invitation for Prequalification

Beijing Capital International Airport Expansion Project (hereinafter called as the project), having been approved by State Council, will be undertaken by Beijing Capital Airport Expansion Project Headquarters (hereinafter called as “the Employer”), and part of the funds will be applied for the supply of Cooling Tower.
1. The procurement method for the Cooling Tower for the project is International Competitive Bidding (ICB). The Tendering & Bidding Law of P. R. China, and the relevant laws and regulations will govern the prequalification process. The procurement of Cooling Tower is listed as provisional sum under the contract sections of FZ-NY-LQT-01 construction.
2. The procurement of Cooling Tower will be carried out under the following contract sections:

3. CMC International Tendering Corporation (hereinafter called as “the Bid Inviter”), entrusted by the Employer as the tendering agent, will invite the prequalification applications for international competitive bidding for the supply and installation of Cooling Tower.
4. Minimum requirement for applicants:
4.1 An applicant shall be an independent legal entity with business license. Overseas applicants shall have their business branch or representative office located in P.R.China.
4.2 A manufacturer shall have excellent management, service, business performance, technical forces, and production and inspection equipment.
5. Interested applicants may purchase the Prequalification Document at the address given below between 8:30a.m.and 4:30p.m. from February 23, 2005 to April 5, 2005 (holidays excluded):

6. The Prequalification Document may be purchased by interested Applicants upon payment of a nonrefundable fee RMB 1000 or USD 120. The method of payment will be in cash or a cashier’s check. For purchasing by mail, RMB 300 or USD 35 shall be added for the postage for express mail. The Bid Inviter will not be responsible for any loss or latedelivery of the above mail.
7. Prequalification Application Document must be delivered to the address below on or before 3:00p.m. (Beijing Time), April 6, 2005.
